Eli’s research looks at the effect of housing policy on refugee integration in Germany through two case studies: one in Berlin and one in Leverkusen. These respective models of refugee policy governance are juxtaposed to analyse the quality of housing service delivery, whether it is strictly the physical parameters of housing or the greater communal structures around housing, such as community immersion, volunteering, and development of networks. The main questions to be answered are: does one city’s refugee policy governance produce better outcomes than the other? Why? What outlying factors beyond governance can account for integration outcomes?
