Currently Secretary of the University of Dundee, David Duncan will succeed Sally Neocosmos, who retires this month after five years as Registrar. He will take up the post in January 2009.

Born in Lanarkshire, David Duncan is a graduate of Aberdeen University and holds a Masters degree and a PhD in history from Queen’s University, Canada. He researched and taught history at the Universities of the Witwatersrand and Natal in South Africa, before returning to his native Scotland to work for the Scottish Consultative Council on the Curriculum, ultimately becoming its Director of Corporate Affairs. He then spent a year as Assistant Chief Executive at Learning & Teaching Scotland before becoming University Secretary at Dundee in 2001.
David Duncan will become the University’s fifth Registrar and Secretary since its foundation in 1963.
The University’s Vice-Chancellor, Professor Brian Cantor said: "We look forward to welcoming David at a very exciting time in our development. Registrar and Secretary is a key post within the senior management team, and David’s breadth of managerial experience will be a tremendous asset."
Dr Duncan said: "I am thrilled to be appointed to the post of Registrar and Secretary. York is an excellent University with an outstanding national and international reputation for both teaching and research. It attracts first-class students from the UK and overseas, and is located in one of the great cities of Europe. The University has ambitious plans for the future which I look forward to being a part of."
Ms Neocosmos has held posts at higher education institutions in London, Wolverhampton, Huddersfield and Sheffield. She has also worked for the Higher Education Staff Development Agency (of which she was Chief Executive) and the former Department for Education and Skills.
