Mr Swaray is studying for an MPhil in risk assessment on foreign investments and hopes to continue and complete a DPhil. The Economics department at York is known for its international expertise in public finance.
He was awarded a Chevening Award from the FCO for his MSc at York. Now the FCO has agreed to pay two-thirds of his fees and his living expenses for his MPhil. The University is waiving the rest of the fee.
"This is an exceptional award for an exceptional student," said Jan Long, the British Council's Regional Manager in Yorkshire and the North East. "The British Council and the University are delighted that their representations on his behalf have enabled him to continue his studies."
"I am grateful that the British Council and the University of York stood by me to save my career from a year - at least - which otherwise would have been wasted in my life," said Raymond Swaray. "I am optimistic that their consideration will bear fruit, both in goodwill and career development."
The British Council exists to promote cultural, educational and technical co-operation between Britain and other countries. As part of this effort, it co-ordinates arrangements for Foreign and Commonwealth Office scholars.
The department of Economics at the University of York is internationally renowned for its work in macroeconomics. One particular specialism is risk assessment and experimental economics. The department has a top research rating of 5 and attracts postgraduate students from all over the world.
