Minyue Gao

Biography

Minyue Gao is a Research Fellow in Economic Evaluation and Health Technology Assessment (TEEHTA). After completing an MSc in Health Economics at the University of York (UoY), she joined the Centre for Health Economics (CHE) in October 2022. Her undergraduate studies were undertaken at Southeast University (SEU) in China, where she majored in Medical Insurance and Hospital Management.

Her research focuses on methodological and applied aspects of Economic Evaluation and Decision Analytical Modelling. As a member of the external assessment group at UoY, she has contributed to multiple Single Technology Assessment (STA) review programmes across immunology, oncology, and hematology, commissioned by NICE. These assessments have involved applying established evaluation frameworks and critical analysis to inform healthcare decision-making.

Since 2022, Minyue has participated in the CHE and the Personal Social Services Resource Use (PSSRU) Unit Cost Programme.  She contributes to ongoing methodological developments in unit cost estimation for health and social care services, e.g., through a comprehensive scoping review. With the team, she produces an annual version of the Unit Costs for Health and Social Care Manual. She has produced an interactive unit cost adjuster, developed to enhance the use of unit costs.  Additionally, she has participated in economic evaluations of environmental health interventions commissioned by local authorities, assisting in the formulation of health economic analysis plans to support policy development.

Her work focuses on applying economic evaluation methods to inform healthcare and social care policy, aiming to enhance the role of evidence in decision-making within health systems.
