Our Access and Participation Plan (APP) outlines how the University of York will sustain or improve equality of opportunity for underrepresented student groups to access, succeed in and progress from higher education. 

The plan applies to undergraduate students paying home fees, as directed by the Office for Students (OfS). Our University Strategy is equally committed to empowering all students within an inclusive, welcoming community.

Governance

An approved APP must comply with Sections 30 to 32 of the Higher Education and Research Act 2017 (HERA) and be published on the University’s website to ensure transparency and accessibility. All APPs must receive approval from the Office for Students (OfS) as a condition of registration and charging higher tuition fees. The University’s performance against the agreed Access and Participation Plan is monitored, and financial returns are submitted annually to the OfS.
